A discussion is presented on the use of both freshwater biomass and marine biomass (e. g. , Porphyra or Macrocystis Pyrifera) for energy conversion. The potential of using North Carolina's lakes, streams and coastal waters for aquatic plant farming is presented. Legislation in existence pertaining to this matter at the federal, state and local levels is discussed. Finally, recommendations are made concerning the desirable direction of development.
