Efforts toward health care reform for people with mental illness in rural America must take into consideration the unique characteristics of these areas. Universal coverage, for example, would remove the barriers to accessing care for this population, but would not assure an expansion of services or providers in rural areas. Special incentives are necessary to address the needs of rural populations.
