The outsourcing of information assurance (IA) at the Navy Marine Corps Intranet (NMCI) is discussed. A model is proposed to motivate outsourcer for better performance using service level agreements (SLA) and incentives as tools. The model uses an iterative process to overcome the problem of lack of information and serves as basis for data collection & metric development. The iterative process provides opportunity for the outsourcer to develop a mature risk management system through the investigation and documentation of consequences for both simulated and actual threat.
