A description is presented of the development of decision process simulation models describing defense contractor motivation, management and performance. The computerized models employ feedback/adaptation/search mechanisms to describe the internal decision making behavior of defense contractors at the project and corporate levels. It is expected that the simulation models will provide the basis for generating and testing various hypothetical incentive schemes.
