UNITED STATES OCEAN POLICY AND THE OCEANS ETHOS,.

The paper discusses whether the United States has a coherent ocean policy, the abilty to collect and interpret scientific data in support of coastal and ocean management, the domestic organization of authority and responsibility with respect to marine policy in general, and the representativeness of public input, and of scientific national policies. The recent social history of the United States and the oceans - the ″oceans ethos″ - is briefly examined.
