Quick fixes for the environment: Part of the solution or part of the problem?

When faced with large-scale environmental problems that need immediate attention-such as flooding or collapsing fish stocks-society has tended to address the symptoms rather than fundamental solutions. Can we continue to go for the quick fixes?
