Adjunct Instructor in the Sanford School of Public Policy
Sanford School of Public Policy

Overview

Terry Allebaugh is a well-respected professor of the practice with 35 years of experience as a local, state, and national leader on policy and practice around ending homelessness and developing affordable housing. He guided the Community Shelter in Durham from a winter to a year-round emergency shelter, putting in place supportive service programs to assist the homeless. He is the founder and was the long-term executive director for Housing for New Hope, which provides homeless prevention, street outreach services, rental assistance, and permanent supportive housing for those experiencing homelessness. As a housing developer under Allebaugh’s guidance, Housing for New Hope built and operated apartment facilities providing permanent, affordable housing. Through his leadership, the organization grew from an idea written on the back of a napkin to a robust nonprofit with 25 employees and over $5 million in assets.

Allebaugh testified before a U.S. Senate subcommittee in 2007 on the linkage of housing and services and to a White House Commission in 2017 on the need for a systems response inclusive of housing to the opioid epidemic.  He has been a frequent presenter at state and national conferences on subjects including affordable and permanent supportive housing, homeless veterans, and advocacy. He served in founding and leadership roles in multiple nonprofits including the Durham Affordable Housing Coalition, Council to End Homelessness in Durham, and the North Carolina Coalition to End Homelessness. In addition, he had numerous stints as a state captain for North Carolina advocacy delegations to Capitol Hill in D.C.

In addition to his teaching at Sanford, Allebaugh serves as community elder on homeless and housing issues in Durham and as a leader of a contemplative community called Peace Hill at Avila, providing practices of rest and restoration to community organizers and activists.
