The study took place in two out of China’s 311 cities with more than 200,000 people. Both are in the more prosperous part of the country. One has to be cautious in applying the findings to China as a whole. None the less, participants at the national meetings agreed that the problems and structural constraints to change that the two in-depth snapshots revealed were relevant to most other cities. This section organizes the conclusions in terms of changing health care needs, health finance and utilization, and the organization and management of health services.
