Technical factors, economic limitations, and public concern generally combine to preclude the utilization of land for the long-term storage of waste chemicals. For example, the permeability of compacted clay liners is a crucial parameter for controlling the migration of hazardous chemicals from landfills. Present technology makes it possible to design and construct clay liners with sufficiently low permeability to water to contain the landfill contents for several hundred years if the liquid seeping into and through the liner is only water. © ASCE.
