A Health Policy Analysis of Di(2-ethylhexyl) Phthalate in Medical Products and Devices

Di(2-ethylhexyl) phthalate is a widely used plasticizer in polyvinyl chloride medical devices and products such as intravenous tubing, blood bags, and respiratory supports. Despite the functionality and low cost, its ubiquitous use is responsible for significant environmental contamination and health risks, including endocrine and reproductive disruption, and as a known carcinogen and obesogen. This health policy analysis uses Kingdon's Policy Streams Model and the Centers for Disease Control's Policy Analytical Framework to analyze current legislation in the United States and abroad, evidence-based research, and perspectives from key interest groups. Policy solutions are determined based on feasibility and impact to public health for an interconnected regulatory approach. This article discusses how the role of the nurse policy entrepreneur can be implemented to bridge the gap between researchers and policymakers while encouraging nurse practitioners to be involved in policy work.
