Gun violence is the most costly crime problem in many American cities (Cook and Ludwig 2022). Police departments have a leading role in gun-violence prevention, primarily through their capacity to investigate criminal shootings, arrest perpetrators, and provide the courts with evidence required for a successful prosecution. Their performance in accomplishing these tasks has a direct influence on gun violence rates and is important as well in serving victims and their communities by delivering appropriate punishment to perpetrators. In short, the effectiveness of police investigations and subsequent prosecutions is directly relevant to both prevention and justice.
