Stewardship in tropical small-scale fisheries: Community and national perspectives
Collaboration between policy makers and resource users in the coastal and marine realm are evolving rapidly. This chapter analyses two cases of collaborative stewardship in the Turks and Caicos Islands and the Philippines, using process and outcomes metrics for ecosystem-based management and demonstrates that sound policy which balances social and environmental goals is attainable. The analysis starts from the premise that well-managed small-scale tropical fisheries are a high priority for both fisheries and conservation agendas. It highlights that resource management challenges and related policies are best conceptualized within a broader governance system that links communities with governments, non-governmental organizations, markets and other entities. Finally it provides examples of management within two distinct governance contexts in which the above criteria are relevant.
