A construction of OFDM 16-QAM sequences having low peak powers

Using a realization of 16-QAM as set addition of two scaled versions of the 4-PSK constellation, we construct 16-QAM sequences having low peak-to-mean envelope power ratios (PMEPR) from 4-PSK Golay sequences. Various upper bounds on the peak envelope powers of these sequences are established. Transmission using these sequences provides twice as much rate as transmission using complementary Golay sequences with a maximum PMEPR of 3.6 (5.56dB).
