Waste must be handled by every level of government, either directly as a government service or indirectly regulated by a governmental agency. Statutes are passed by legislative bodies, from which executive agencies prepare and enforce regulations. In its broadest sense, waste includes any substance that may adversely affect the environment. Therefore this chapter addresses the regulations that not only cover solid and hazardous wastes, but air quality, water quality, and other environmental media.
