Waste management is one of the most important responsibilities of governments, especially local jurisdictions. Sound governance involves collaborations with the private sector and public agencies at various levels. This chapter discusses governmental approaches for reducing risks, with measures of success that link outcomes to causes and that increase the reliability and resilience of governmental actions. The chapter also provides insights about another aspect of waste governance, that is, communication. No matter how sound a governmental proposal, its success also depends on effective methods for communicating with a diverse array of stakeholders.
