Historical and legal basis of non-encounter restorative justice interventions for gun violence

There is a growing interest in the use of restorative justice-based interventions beyond the traditional ‘encounter framework,’ as put forward in recent work by Fernanda Fonseca Rosenblatt and Craig Adamson. In this essay, we present the case of Prescriptions for Repair (P4R), a collaboration between academia, local government, and community groups that employed a novel, non-encounter, victim-centered restorative justice process to listen to those impacted by gun violence. Through the historic basis and legal frameworks of P4R, we argue for the value of a non-encounter restorative justice initiative to address the personal and community harm which results from gun violence.
