Designing Experimental Evaluations of Social Programs: The Case of the U.S. National JTPA Study

In this paper, I review the issues confronted in designing the U.S. National Job Training Partnership Act (JTPA) Study, discuss how these issues were dealt with and assess the efficacy of the final design in evaluating the JTPA system and in resolving the inconclusiveness of past evaluations of manpower training. I discuss the difficulties in implementing an experimental evaluation of on-going programs, such as JTPA, and assess the limitations of the conclusions which can be drawn from the experimental component of the JTPA Study.
